Maritime Security Dialogue: Force Design 2030 and Marine Corps Modernization Efforts

Please join the CSIS International Security Program and the U.S. Naval Institute for a Maritime Security Dialogue event featuring Lieutenant General Karsten Heckl, Commanding General, Marine Corps Combat Development Command, and the Deputy Commandant for Combat Development and Integration. Lieutenant General Heckl will discuss the status of Force Design 2030 and modernization efforts within the Marine Corps with Dr. Seth G. Jones, CSIS Senior Vice President and Director of the International Security Program, with introductory remarks from VADM Peter H. Daly, USN (Ret.), CEO and Publisher, United States Naval Institute. The Maritime Security Dialogue series brings together CSIS and the U.S. Naval Institute, two of the nation's most respected non-partisan institutions. The series highlights the particular challenges facing the Navy, Marine Corps, and Coast Guard, from national level maritime policy to naval concept development and program design. Given budgetary challenges, technological opportunities, and ongoing strategic adjustments, the nature and employment of U.S. maritime forces are likely to undergo significant change over the next ten to fifteen years. The Maritime Security Dialogue provides an unmatched forum for discussion of these issues with the nation’s maritime leaders. Lieutenant General Karsten Heckl graduated from Georgia State University and was commissioned in April 1988. He is a distinguished graduate of the Amphibious Warfare School (AWS) and the Naval War College. Lieutenant General Heckl was designated an unrestricted Naval Aviator in September 1990. He commanded Marine Medium Tiltrotor Squadron 162, which included a combat tour in Iraq in 2008 and Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) in 2010. From June 2018 to July 2020 he served as the Commanding General, 2d Marine Aircraft Wing, and subsequently assumed command of I Marine Expeditionary Force through September 2021. As a CH-46E pilot, Lieutenant General Heckl deployed with Marine Medium Helicopter Squadron (HMM) 365 and HMM-263, and served as a CH-46E Instructor and Division Head at MAWTS-1, MCAS Yuma, AZ. Private Anti-Piracy Navies: How Warships for Hire Are Changing Maritime Security

The 21st Century has seen a sharp rise in privatization of the military, especially of logistics and security functions during the U.S.-led wars in Iraq and Afghanistan. The outbreak of Somali piracy that started in 2008 has prompted a similar revolution in maritime security with private security companies beginning to operate armed escort vessels to protect merchant shipping against pirates off the Horn of Africa. Centuries ago, the British East India Company used a private navy against piracy in the same waters with much success. Yet since then, international law has evolved to more tightly regulate the use of force by civilians, and to afford greater protections to suspected pirates.

To address the root causes of problems like maritime piracy and trafficking by sea, many governments and intergovernmental organizations working on maritime security have dramatically expanded their visions. “Maritime security” strategies now encompass themes as diverse as maritime crime, human security at sea, the development of sustainable blue economies, environmental protection, cyber security, seafarer safety, and the well-being of coastal communities. These widened scopes draw welcome attention to the complex drivers of maritime security problems, but they also pose some pressing challenges. This presentation talks through these challenges, relying on first-hand experience with emerging maritime governance frameworks in Africa, Asia, and the Western Hemisphere. It will highlight the roles that specialists working across the social, physical, and life sciences should have in advancing these initiatives. The Stable Seas Maritime Security Index will be offered as a model research tool that can help these frameworks work toward ambitious maritime governance goals. About this Lecture Lectures of Opportunity offers U.S. Naval War College (NWC) students, faculty, and staff an opportunity to learn more about national and international socio-political subjects that may be of relevance to the NWC community.

Enhancing opportunities for maritime security cooperation in the Indo-Pacific

In September 2021, the EU released its Strategy for cooperation in the Indo-Pacific. Both the current French Presidency of the Council and the upcoming Czech Presidency have listed cooperation in the Indo-Pacific as a priority issue. For the EU, maritime security cooperation is an increasingly important part of its strategic partnerships with both Japan and India. While the EU is currently working out how to implement the strategy, initiatives such as CRIMARIO II can provide useful recommendations on how it can foster deeper cooperation with its key partners. Watch Northrop Grumman Cargo Launch - Cygnus Mission to the International Space Station from NASA Wallops onboard their Antares Rocket. This Cygnus Spacecraft carries the name of Kalpana Chawla , who was the first female astronaut from India. Tune in to watch live as Northrop Grumman launches its Antares rocket and Cygnus spacecraft on a resupply mission to the International Space Station. Liftoff is now targeted for 9:38 p.m. EDT from NASA's Wallops Flight Facility in Virginia. Payloads on board Cygnus include research to help identify targeted cancer therapies, a new space toilet, a crop of radishes that will grow in the station's advanced plant habitat, a virtual reality camera that will capture a future spacewalk, and more. Lifting off on September 30 at 02:27 UTC, Northrop Gumman’s Antares 230+ will carry the Cygnus spacecraft into Low Earth Orbit (LEO). As part of the Commercial Resupply Services (CRS), Cygnus will carry nearly 3,600 kg (~ 8,000 lb) of science experiments, crew supplies and hardware to the ISS. The crew of Expedition 63 will catch and Mission Control will berth the Cygnus spacecraft on October 3 on the bottom of the Unity module. This launch will mark Northrop Gumman’s 14th ISS resupply mission. On board will be a variety of research experiments, hardware and crew supplies such as clothing or food. Overall, Cygnus will carry around 3,600 kg (~ 8,000 lb) of cargo. The following is only a selection of more than 20 payloads that will hitch a ride up to the ISS. 1. Onco-Selectors is an experiment that aims to identify drugs, based on onco selective messanger ribonucleic acids (mRNA), that work in microgravity, as well as on Earth’s surface. 2. The Universal Waste Management System (UWMS) aims to further improve the understanding of the way we “go” in space for future Moon and Mars missions. 3. SPACE RADISH 4. 360° camera for astronauts to use during EVAs 5. Use of Ammonia Electrooxidation in microgravity to convert waste to energy The Antares 230+ is a two stage expendable rocket that can carry up to 8,000 kg (~17,600 lb) into Low Earth Orbit (LEO). With dimensions of 42.5 m (~139 ft) and 3.9 m (~13 ft), the Antares 230+ is about the same diameter and height as SpaceX’ Falcon 9 first stage. With two Russian RD-181 engines on the first stage, the rocket lifts off the pad with 3,844 kN (~864,000 lbf). Its first stage is propelled by Rocket Propellant 1 (RP-1) and liquid oxygen (LOX). The second stage on the other hand is a Castor-30XL solid rocket motor. Fuelled by hydroxyle-terminated polybutadiene (HTPB) and aluminum, it produces 474 kN (~107,000 lbf) of thrust. An American commercial cargo spacecraft bound for the International Space Station has been named after fallen NASA astronaut Kalpana Chawla, the first India-born woman to enter space, for her key contributions to human spaceflight. Northrop Grumman, an American global aerospace and defence technology company, announced that its next Cygnus capsule will be named the “S.S. Kalpana Chawla”, in memory of the mission specialist who died with her six crewmates aboard the space shuttle Columbia in 2003. Today we honour Kalpana Chawla, who made history at @NASA as the first female astronaut of Indian descent. Her contributions to human spaceflight have had a lasting impact,” the company tweeted on Wednesday. “Northrop Grumman is proud to name the NG-14 Cygnus spacecraft after former astronaut Kalpana Chawla. It is the company’s tradition to name each Cygnus after an individual who has played a pivotal role in human spaceflight,” the company said on its website. “Chawla was selected in honour of her prominent place in history as the first woman of Indian descent to go to space,” it said. “While Chawla made the ultimate sacrifice in service to the space programme, her legacy lives on through her fellow astronauts and those she has inspired to follow in her footsteps,” it said. “Her final research conducted onboard Columbia helped us understand astronaut health and safety during spaceflight. If it was a secret, it isn’t now, as a few images of Northrop Grumman's offering to replace the Air Force’s T-38 supersonic jet trainer have appeared on the Internet as the plane conducted high-speed taxi tests last week at Mojave Airport in California. The aircraft was built by Scaled Composites under contract with Northrop Grumman. FAA records indicate it is powered by a single F404-GE-102D engine, also known as the Model 400. The High Sky Wing of the Commemorative Air Force in Midland, Texas plans to unveil a refurbished Grumman F-14A Tomcat at its CAF Airsho this weekend. The airframe is notable as being the first F-14A to shoot down another aircraft in combat. On August 19, 1981, Commander Henry Kleemann and Lieutenant David Venlet of VF-41 flew the aircraft off the USS Nimitz aircraft carrier during the Gulf of Sidra incident. The crew shot down a Russian-built Libyan SU-22 fighter-jet during the conflict. Money falling from the sky seems like a lot of fun, but it didn’t sit well with local law enforcement, and maybe the FAA. The pilot of a helicopter that dropped $1,000 cash on Wrightsville Beach in North Carolina may face charges of littering and flying lower than 500 feet over a populated area. He was chairman of the board from September 1990 until October 2003 and served as chief executive officer from January 1990 until March 2003, and president from 1987 until September 2001. During this time, he transformed the company from a small boutique military contractor with $5 billion in annual revenue to a thriving, broad based $28 billion enterprise, with 120,000 employees.
