In the 1920's, the American Chatillon Corporation, a producer of rayon, directed the construction of 350 homes and a schoolhouse to be built in this area, which became known as the Celanese Mill Village. The village was started to help provide housing for newcomers to Rome who would join the workforce at the plant. The houses built were unique because of the virtually all brick construction and the shoe box type style; a contrast to the traditional wood frame houses that were popping up in other areas of Floyd County. This neighborhood is unique in another way, in that, even though it is located and surrounded by the city limits of Rome, it is still not officially annexed into the City of Rome, the residents do not have city trash pickup. Property owners in the area recently voted no to annex the area into the city, that's why when you watch the video, you see all of the yard signs that say: "NO TO ANNEXATION"

Young Pud is orphaned and left in the care of his aged grandparents. The boy and his cantankerous old grandfather become inseparable friends.
